Our Mission at Laredo Housing Authority
The Laredo Housing Authority’s mission is to serve the diverse housing needs of families within its jurisdiction by:
1. Increasing the availability of constructive, safe, decent, sanitary and affordable in its communities.
2. Ensuring equal opportunity in housing.
3. Promoting self-sufficiency and asset development of families and individuals.
4. Improving resident quality of life and economic viability.
5. Providing high-quality client services.
Our Leadership
The Laredo Housing Authority is governed by a five member Board of Commissioners, one of whom is a Housing Authority resident. The Mayor of the City of Laredo, Texas appoints all board members. The Board of Commissioners has fiduciary responsibility as well as responsibility of establishing and overseeing policy for the agency. The Board of Commissioners also hires the Executive Director, who serves as the agency’s Chief Executive Officer. The Executive Director oversees the day-to-day operations of the Housing Authority and implements policies and programs established by the Board.
For the purposes of maintaining transparency and informing the public at large, LHA will provide the agendas and minutes of its Board of Commissioners meetings.

Douglas A. Poneck
Legal Counsel
Douglas A. Poneck, a founder and managing partner, serves as general counsel for several of Escamilla Poneck’s governmental entity clients. Mr. Poneck’s practice focuses primarily on government, general civil practice and providing guidance to clients in the areas of public administration, employment, education, housing, and other areas.
Mr. Poneck has represented clients in state courts, appellate courts, the Texas Education Agency, the Equal Employment Opportunity Commission, the Office for Civil Rights, among other entities. He maintains his practice while overseeing the daily operations of the Firm.

Stephen Trautmann
Legal Counsel
Mr. Trautmann has served as general counsel for numerous political subdivisions and private entities. He has extensive experience in employment law and civil defense, in addition to transactional work like business formations, real estate and hunting leases, and residential and commercial construction contracts. Mr. Trautmann has legal experience at both the state and federal levels including the defense of alleged First Amendment violations; age, sex, and disability discrimination/retaliation claims; negligence claims; workers’ compensation; and adverse possession matters. Mr. Trautmann has also dealt with over thirty administrative hearings before the Commissioner of Education. He is very familiar with the inner workings of school districts, including the Texas Open Meetings Act, the Texas Public Information Act, and nonrenewal/termination of District employees. Mr. Trautmann has presented throughout the state on various topics related to employment law. Stephen is a member of the Texas Council of School Attorneys.

Jaime Garcia
Legal Counsel
Mr. Garcia has served as a valuable source of knowledge for various governmental entities and private sector companies. He has a significant amount of experience representing government entities in administrative hearings and state court litigation. Mr. Garcia has also handled several appellate law matters, including authoring winning briefs in appeals to the Commissioner of Education, intermediate state courts of appeal, and even the Supreme Court of Texas. He is skilled in organizational and government compliance issues, and has guided clients through investigations by the Office of the Inspector General, Equal Employment Opportunity Commission, and Texas Education Agency. Mr. Garcia has also spoken at several statewide conferences on a variety of legal and personnel management topics. Jaime is a member of the Texas Council of School Attorneys.

Sergio Lozano
Legal Counsel
Sergio Lozano was born and raised in the border town of Laredo, Texas, where he learned early on the importance of service, integrity, and standing up for others. He attended St. Edward’s University in Austin, Texas, and graduated Summa Cum Laude in 1999. Sergio went on to attend St. Mary’s University School of Law and earned a law degree in 2002. After passing the Texas Bar Exam, Sergio worked as a Webb County Prosecutor where he gained valuable trial advocacy experience and was eventually assigned Chief Prosecutor in the 49th District Court. After serving 10 years at the District Attorney’s Office, Sergio founded the Law Office of Sergio Lozano, PLLC, in 2012. Since 2012, Sergio has successfully handled a multitude of legal issues for the Laredo community.
