RAD Russell Terrace Revitalization Project

What is RAD?

The Rental Assistance Demonstration (RAD) is a voluntary program of the Department of Housing and Urban Development (HUD). RAD seeks to preserve public housing by providing Public Housing Agencies (PHAs) with access to more stable funding to make needed improvements to properties. RAD Russell Terrace Revitalization Project

The Laredo Housing Authority is participating in HUD-RAD, and, via it’s subsidiary the Laredo Housing Facilities Corporation, is converting the Russell Terrace development into a RAD project. All 200 units will eventually move from Public Housing based assistance to Project Based Voucher assistance. In the process, 132 units will be demolished and rebuilt with modern amenities. Tenants who resided there before the conversion process will have the “Right to Return” after the demolition and rebuilding has been completed.

As part of the process, allowances must be made for the existing tenants. They will retain their assistance in one form or another, and will have the following options:

  • they can transfer to another Public Housing project (based on availability)
  • they can transfer to our Section 8 HCV program
  • they can opt to transfer to Casa Verde, a new multi-million development under construction in North Laredo
